D.C. House Counsel

Rule 49(c)(6) of the D.C. Court of Appeals Rules governs house counsel attorneys that provide legal services only to one’s regular employer. The employer cannot reasonably expect that it is receiving advice from a person authorized to practice law in D.C. House attorneys are exempt from the unauthorized practice of law and do not have to obtain formal admission to the D.C. Bar in order to practice as house counsel. House attorneys cannot hold themselves out as authorized or competent to practice law in D.C. There is no registration requirement.
