North Dakota Bar Reciprocity
North Dakota Admission to Practice Rule 7 (effective June 1, 2026) governs practice-based and test-score Admission on Motion. North Dakota does not publish a reciprocal-jurisdiction list. For the practice path, applicants must have been licensed at least five years and actively engaged in the practice of law for four of the last five years. See the Board’s practice-based AOM page.
Admission on Motion (Criteria-Based)
Attorneys from any qualifying U.S. jurisdiction may seek Admission on Motion if they meet Rule 7. The map below reflects the practice-based model.

Additional Requirements
North Dakota Rule 7 requirements include:
Law Degree. Meet Rules 1–2 educational requirements (ABA J.D. path).
Practice Path. Licensed ≥5 years and actively engaged for four of the last five years (private practice, judge, ABA teaching, or other legal capacity under the rule).
Test-Score Path. Separate Rule 7(B) score-transfer requirements, including MPRE 85 within seven years for that path.
MPRE. Not required for the practice path under Rule 7(A); required for the test-score path as stated above.
CLE. Generally 12 hours within 36 months (including ethics), with path-specific exceptions.
North Dakota Application Procedure
Apply through NCBE and submit required documents/fees to the State Board of Law Examiners per the practice-based AOM instructions.
