Rule 9.04 of the Rules Governing the Missouri Bar and the Judiciary allows attorneys on active military duty in Missouri to practice law in Missouri.

Attorneys are permitted to appear in Missouri on behalf of active duty military personnel or their dependents. The military personnel or dependents must be unable to pay a fee for the services involved. Attorneys are subject to the Code of Professional Responsibility.
Application and Certification
The Senior Legal Officer of each Missouri post of duty is required to furnish a current list of approved and designated Judge Advocates on a monthly basis to the chief disciplinary counsel and the Clerk of the Missouri Supreme Court. The Senior Legal Officer will certify that all persons are graduates of ABA approved law schools and that they are in good sanding where admitted.
