Pennsylvania Government Attorneys

Pennsylvania does not provide special admission rules for government attorneys licensed in other jurisdictions. Attorneys employed by or associated with a public defender’s office may obtain limited admission as part of the Pennsylvania Legal Services Organizations Rules.

Pennsylvania’s Multijurisdictional Practice Rules (MJP) are subject to the Pennsylvania House Counsel Rules, both of which explicitly exclude government attorneys. Therefore, the house counsel and MJP rules do not exempt government attorneys from the unauthorized practice of law in Pennsylvania as the rules may allow in other jurisdictions.
