Florida House Counsel

Florida’s Authorized House Counsel program is governed by Chapter 17 of the Rules Regulating The Florida Bar. Eligible out-of-state (and qualifying foreign) lawyers may be certified by the Supreme Court of Florida to perform limited legal services while exclusively employed by a Florida business organization, without taking the Florida bar exam. Eligibility and practice
Applicants must meet Chapter 17 definitions (good standing / authorized practice elsewhere; exclusive employment by a qualifying business organization). Services are limited as provided in Chapter 17. Certification is annual and requires payment of an annual fee aligned with active Florida Bar dues, plus required information filings.

Application
File the Application for Certification with supporting certificates of good standing, business-organization certification, and fees. Authorization timing depends on whether the applicant is already employed in Florida or relocating (confirm Chapter 17 deadlines). Limited pro bono may be available if separately certified as an emeritus attorney under Chapter 12. See also Florida MJP and pro hac vice.
